The Board expresses its sorrow at the death of scores of United States Marines and French soldiers stationed in Lebanon to keep peace. We extend our sympathy to the loved ones of those killed and injured.

The Board deplores the action of terrorists in Beirut against the multi-national force and the grievous loss of American, French and perhaps Lebanese lives but urges the President and Congress to decide against unilateral action in this crisis and to proceed through agreement with other parties in the multi-national force.
