z-index of .navbar-static-top too high?

We have added a plugin for a popup login box, and the .navbar-static-top class' z-index is so high (1000) that it displays on top of the popup box (that has a z-index of 101). Does the z-index value of 1000 really have to be that high, or can it be lowered to 100 or lower? I'm not sure what other plugins might assume a lower z-index of page elements, but I would guess that this one is not the only one. Thanks!
