Accessibility of the theme

The uuatheme.org site has discussions about accessibility, but the theme itself seems to have inherent problems. Maybe it's just Wordpress. I tried assessing the uuatheme demo site using the one of the suggested tools ( http://fae20.cita.illinois.edu/ ). It has lots of issues -- violations and warnings. For example, I was trying to do something simple, like making sure all heading tags are properly nested. It looks like there is an H1 tag, but lower-level headings show up arbitrarily based on whatever widget is used. None seems to use an H2 heading. What is the best practice for using the theme and widgets to ensure accessibility? Is it even possible?
