Is there a way to put a blank line in a service description?

I tried using <br> and adding a horizontal line, but I can't separate the service times.

I'm assuming you mean in the Upcoming Service Widget on the homepage. To do that you'd have to add a filter on the the_excerpt function in your child theme's functions.php to allow for hr. the_excerpt filters out all html by default.
