Why do we have an odd remnant of kirki?

I see the kirki plugin came up 7 months ago, and the questions weren't really answered. At least the question I have today wasn't answered. Why does our theme refer to something kirki when we do not have the kirki plugin, and it is not on the list of recommended plugins? If it's essential for some functionality, it should be on the recommended list. If it isn't essential (it doesn't seem to be), it should not be referenced from within the theme. We used a child theme off the UUA's... and now have a reference to wp-content/themes/uua-congregation-child/inc/kirki/assets/css/kirki-styles.css that is never satisfied, because there are no directories in wp-content/themes/uua-congregation-child/ but just functons.php and style.css files. Ah, I see that whole tree and the kirki-styles.css file DO exist in the parent, .../themes/uua-congregation/inc/kirki/assets/css/kirki-styles.css and that the file is empty. That's a lot of trouble for an empty file. What is this all about?
