Can a divorced parent sign their child up for the program without the signature of the other parent?
It depends on the custody agreement of the divorced parents. If the parents share legal custody, then yes, you must obtain written permission from both parents. If the parents do not have joint custody, and the divorce agreement does not stipulate that both parents be involved in decisions regarding their child's education, then it is usually only necessary to get the written permission of the parent with sole legal custody.
